Concreting around Wyong
The town centre chapter of Council's development control plan puts a number on low ground here. It defines low-lying areas as “those sites below 8 metres AHD”, and for those sites it requires “a geo-technical assessment … to assess the suitability of sub-strata to support development” together with a groundwater study. That is two reports about what is under a slab, ordered before the slab is designed, and it is a Wyong Town Centre rule rather than a Central Coast one — a comparable block at Tuggerah or Warnervale triggers neither.
Wyong also holds one of only three heritage conservation areas in the whole Central Coast council area. The NSW Planning Portal's heritage layer returns exactly three for this council: Mount Penang Parklands, Oakland Avenue at The Entrance, and the Wyong Town Centre area. Inside its boundary a new driveway or slab is a structure within a conservation area, which means a consent path with heritage advice rather than the exempt route the same job takes two streets outside it.
Permits and Central Coast Council rules
Separately from any of that, the section of driveway between the road pavement and your boundary is a Vehicle Access Crossing, and Council must approve it before it is built or altered — kerb and gutter or not. That approval is its own cost and its own wait, and it is the same requirement everywhere in this council area. Where a town-centre site is also below 8 metres AHD, the geotechnical and groundwater work sits in front of it rather than beside it.

Timing and lead times in Wyong
Ground conditions decide the calendar here more than the season does. Concrete cannot be placed into a waterlogged excavation, and at every point sampled around Wyong the mapping returns slow-infiltration soils, which shed water rather than take it away. After a wet week a low block near the river holds water in an open trench, and a booked pour moves. Where the two reports above are in play, allow for them before the formwork is ordered, not after.
