Concreting around The Entrance
The NSW Planning Portal's heritage layer returns exactly three heritage conservation areas for the whole Central Coast council area, and one of them, Oakland Avenue, is here. Council's heritage chapter lists the works that need consent, among them “erecting a building or structure on land on which a heritage item is located, or within a Heritage Conservation Area”. A new driveway, slab or retaining structure inside that boundary is such a structure, so it goes to Council with heritage advice instead of down the exempt or complying route the same job takes elsewhere in the suburb.
The boundary is narrow, so the first question on any job here is which side of it the property sits on, and that is answered by Council rather than by a map on a website. The cost of getting it wrong is time rather than materials: a consent path measured in weeks against a job measured in days. Outside it, The Entrance is ordinary coastal concreting, with the sand in the sampled soil mapping behaving as sand does when a trench face is left open.
Permits and Central Coast Council rules
Every driveway here still needs the standard approval where it meets the road. The Vehicle Access Crossing covers the section between the road pavement and your boundary, and Council approves it before it is built or altered. Inside the conservation area that approval runs alongside the heritage consent rather than replacing it, and the two are worth starting together rather than in sequence.

Timing and lead times in The Entrance
Plan the paperwork, not the weather, first. A pour still cannot go into a flooded excavation, and the coast gets its wet runs, but on this side of the lake the schedule risk that actually bites is a consent that has to be obtained before a slab is formed. Where a job sits inside the conservation area, the sensible order is to settle the approval, then book the pour.
