Concreting around Terrigal
Council's Terrigal Village Centre chapter does something it does for few other places: it sets the suburb's own flood datum. For flood-prone properties inside the village centre, it records that “Council has defined 1% AEP flood level”, and requires that “the lowest occupied floor must be elevated 0.5 metres above” it. For a slab that is the finished level handed down rather than chosen, and it is why a levels survey comes before a price rather than after one.
The same chapter reaches the surface you walk on. It asks that the design of public pavements be consistent with an adopted document, the Terrigal Foreshore Improvements Landscape Masterplan, and extends that to “publicly-accessible areas on private properties”. So the finish on a forecourt or an entry path near the foreshore is a matter of matching an adopted palette, not of choosing one. Both controls bind the mapped village centre rather than every address in Terrigal.
Permits and Central Coast Council rules
Outside those two, the ordinary rule applies: the section of driveway between the road pavement and your boundary is a Vehicle Access Crossing, and Council approves it before it is built or altered. Where a property is inside the village centre and flood-prone, the crossing has to meet a driveway whose level is already fixed by the flood datum above, so the two are worth settling together.

Timing and lead times in Terrigal
Terrigal's wet-weather risk is the coast's ordinary one — a pour cannot go into a flooded excavation, and a wet run moves a booked date. What is particular here is the sequencing. A flood level and an adopted paving palette are both answered by Council, not on site, so the time they take sits in front of the job rather than inside it.
